Dirty dress with cut hanging straps

I paid for express shipping for this dress to arrive on time. Not only did it not arrive on time which forced me to find another dress off that rack at a more professional establishment, but it arrived dirty and very clearly worn. Returned and will never be purchasing from Bloomingdale’s again.
