Inconsistent sizing

I ordered 2 pairs of Bailey both size 10 for me and my mom. One pair fit really good hugging the foot nicely without being tight at the seams. The second pair felt a size bigger. It was so wide my feet were swimming in them. I returned it and reordered hoping for a better fit. Unfortunately the new pair was exactly like the one returned. I again took it back to the store. Really really disappointed. I also noticed, like many other reviewers mentioned, the quality has significantly downgraded.
